Real Estate Builder's threat

I have paid an advance of Rs. 4 lakhs to a construction company for construction of an independent house in a group of complex. Even after 1 year, they did not start construction. Now I came to know that there is dispute between the builder and the landlord. And also the builder is not even having the rights on the plot we have selected. We have got only receipts for the amount paid to the company and no other agreement papers (no agreement reached). Also he is threatening to register a false case under "SC/ST atrocity act" as he belongs to that community. Kindly let me know how to proceed further to get back my money.
