I wish to know the purpose of introduction of this section.Some recent judgments have given literal interpretation to this section,ignoring the purpose.

Are you sure, it is sec. 10a, not 10A. Better discuss clearly about your doubt with specific issue referring to which purpose to have been ignored, rather than hitting in the dark with just a non clear academic query.
