Bsnl debt collection notice

Ok so u see i am 20 yes old and studying in college and my dad passed away in 2012. We had a landline connection but supposedly about 4 yrs ago it started sending non sensical bills and my dad seems to hve stopped paying. i dont hve total knowledge off the affair since i was jus 16 and had nothing to do with such matters. they supposedly stopped the service after a month of non payment and today i recieved a notice claiming 10.899 in unpaid debt! what do i do?
