is the report of sub divisional police officer's report is Public Document?

sir in my case, one Mr. X filed a compliant in DLSA by stating that he has been harassed by Police. Immediately the DLSA forwarded the compliant to Sub Divisional Police officer, calling for report. the Sub Divisional Police officer sent his Report, to DLSA.

Now my doubt is sir the Report of Sub Divisional Police Officer is to DLSA is a Public Document or not?
