what are the provision to register the date of birth of Tibetan in india

There is no provision to record the birth of any citizen of Tibetan in India.

I am not sure but:
Any child born in India has birth right errespectfully origin of parents. This is as per international citizenship laws set by UN.
Please again note I am not sure.
