regarding sec 157 crpc

once an fir is lodged police start investigation but under sec 157 police may refuse..does section 157 crpc controls section 156 crpc..i need what is scope of sec 157

Investigation has been carried out only after registration of FIR. If the magistrate directs the same under section 190 of Cr.P.C. or otherwise the power u/s 157 of an investigation officer is exclusive power of the investigation if he feels to do so he can file a report u/s 173 pf Cr.P.C.

Once the FIR is registered, the police is bound to file the final report u/s 173. There is no choice to refuse investigation.
