validity of project report

Please guide me
I applied for a petrol pump dealership in bpcl co. Panipat. In advertisement brochure there was a provision for submitting of a Project Report which has total 3 marks allotted for selection procedure. I got prepared the project report from my Chartered Accountant. The C.A. prepared the project report on his letter pad and signed it.
While awarding marks during the selection process for dealership, the selection committee awarded zero marks for this project report submitted by me.
After declaration of result i.e. mark sheet, I filed a representation before the authority praying that the project report submitted by me should be evaluated and full marks i.e. 3 be awarded to me. But the authority rejected my prayer saying that as the project report has been prepared and signed by the C.A. on his letter pad for the applicant, hence the Selection Committee has awarded zero mark.
I want to bring it to your notice that in the brochure it was not clearly mentioned that the project report should be prepared by the applicant himself and not by the C.A.
Now please guide me –
1. If the decision of the selection committee to award zero mark to me for this project report is as per law or not.
2. Should not I be awarded full 3 marks or proportionately lesser marks for this project report instead of zero mark, as preparing of project report is the job of C.A. & it is not mentioned clearly in the advertisement or brochure that self prepared project report should be submitted?
3. What should I do to get these three marks, as my representation has been closed by the authority?

Just check if the brochure does not clearly mention that the PR should be the applicant's own. Or any other condition implying that the various answers to the queries contained in the brochure should be applicants own. If such an indication is found then u may not have any cause to agitate.
