Does the Forensic Science Laboratory entertain expert opinions applied by private individuals or private arbitrators or is it a complete government machinery?

Forensic Science Laboratory is a government machinery. It will not entertain expert opinions. But, it offers expert opinion to the government departments/organistions/courts.
