Again you have posted your supplementary query without background of the original question and my reply. I have already referred the official website against one of your supplementary question so that you can satisfy you skeptical nature by yourself from the Government of India's official website.
However, I would advise you to purchase a booklet on EPF Act and Rules. That may be available from any law bookseller and would perhaps cost you about Rs.100 only. That would also remain with you for reference from time to time also. However, if you don't want to spend any money, you may download and takeout a printout from the following Link:

For your kind information, I donot believe in misleading any one. If I don't know about something I don't try to answer the question of any querist.
