He can file writ petition in high court to clear his dues.
If your friend is your lawyer then he does not need any advice.

Your friend should send legal notice to pay his claims.

He should approach local Bar Association for registration.

While holding a post of asst. Professor i an engineering college, he cannot get himself enrolled in the Bar council as an advocate, however, with his employment still in tact (pending), let him not run a risk of getting registered with a Bar Association and start practicing before he quits the job. He can send a notice demanding his arrears of salary to the college management.
