Delay in joining of govt officer on promotion

I got promotion and have to join my new station at the earliest to get promotion benefits. My superior is not willing to relieve me immediately. Can I approach the CAT to avoid loss to my promotion and also further loss to my seniority and next promotion. Can I claim compensation to my superior by name not by department if it proves that joining to my new station on promotion been delay intentionally by the superior.
