if anybody found intentionally defaming a person in the vicinity, under which sections of the defamation act of ipc he be tried?

Oral defamation, without record, is called slander and it is not an offence under IPC. You can only file a civil suit for damages.

Where as if the defamation is on record, (If recorded/video graphed/published) then it is punishable under section 499 IPC.
