First make detailed written presentation to the BMC for such permission. If the rules of the BMC permits such coverage but it refuses to grant such permission for whatever reason then approach the high court for issuance of Writ of Mandamus.

Make a representation to BMC as last ditch attempt in this regard with all the details and objecting to the undue and inordinate delay in the matter caused by BMC. In addition you can make allegations of malafides against the Official who is wantonly delaying this whic is illegal. Then you can file the Writ of Mandamus .
