conversion scheme from lease hold to freehold

DDA has a scheme of conversion of lease hold property to freehold property, in the name of GPA holder. Is this mandatory to have agreement to sell, if the property sale is done on GPA basis? Can DDA do the conversion without taking the agreement to sell?

it is scheme, agreement of sale is not necessary. IN such cases they will issue the allotment and possession letter.

GPA must contain the agreement to sale if the owenrship in the name of GPA holder is to be changed.

hello mr.rajeev. i think i am not able to make my question clear. here the scheme about which i am asking is the conversion of that property's leasehold rights into freehold which was purchased by any person from the open market (not directly from the DDA), such purchase is done on the basis of GPA.
DDA always demands agreement to sell, but if we see the conversion policy there its written that the purchaser should have the possession of the purchased property under valid agreement to sell.
but still i am not able to find that if the purchaser is not having the agreement to sell, then in that case will the conversion be allowed without agreement. like that happens in okhla development authority. they ask to give advertisement in two national newspapers, that if no other one is related to the related property.
can you refer any court case regarding that, according to which conversion can be done without agreement..

if it GPA then who will be the owner this is the mal practise which have been adopted by various builders and purchaser always suffer
Please verify the ownership from the DDA and only the owner can sell the property even the under the GPA and it is the purchaser who have to confrm that he acquired the ownership dcuments in his own name
