Complaining against dy. registrar & lokayukta ?

Dy, Registrar of co op societties & Lokayukta of Maharashtra are important institutions created for public but are ineffectice and corrupt resulting in wastage of money and time as most of the time appoiontee is a favourite of some politicians and just draw salaries and perk but does nothing. Where to complaint against these thugs ? There has to be a way / forum. Anna Hazare righly saying that we don;t need Jokpal and Jokayukta as they are mere peons of politicians.
