Complain against apartment builder

Builder has delayed completion of 400+ apartment project in Guwahati by 4+ years. Though possession have been given to about 80% of the clients and about 80 families have started leaving in the apartments the builder is yet to complete/take up construction of common amenities.
Completion/occupation certificates have not been provided and electricity connection to individual flats are temporary on which they are charging for electricity consumed by flat owners.
They have collected one year society/maintenance charges from the clients before giving possession. Now they are asking for additional maintenance fee @ Rs. 2/SqFT/month from the resident flat owners saying that their one year maintenance is over on 31-Dec-14.
The flat owners have formed a society with standard bye laws and got it registered. It has 75 members at present. The society is writing letters to the builder on the issues. But the builder is not responding to any of the letters.
These are clear case of violations of Assam Apartment (Construction & transfer) Act 2006 and Rules thereof. Their actions can also be termed as misappropriation of our money and cheating.
Kindly suggest what will be the best course of action for the flat owners and the society.

1. The registered society can initiate legal actions as provided under the Assam Apartment (Construction & transfer) Act 2006 and Rules thereof on the grounds of misappropriation of money and cheating.

File complaint with the consumer forum. Take up matter with the State Government to blacklist the builder.
