Cheque transactions

Sir,
a person "A" purchased goods from "B" as a part payment of goods he issued three blank cheques to "B". out of three cheques "B" passed two cheques to "D" and "E" against the payment of goods he purchased.
After some months on some points some dispute arose between "A" & "B" and "A" with intent to harass "B" send notice to "C" and "D" stating that "he has issued a cheque to them against purchase of the goods, the cheque cleared in your account but you have not yet sent the goods, so send the goods earliest."
what remedy is available for "B", "D", & "E"?

Sir,
this is fact. these type of transactions are a routine in some marwari and kutchi communities and there are not only one transaction, at least 50 to 60 people involved in and the aggregate amount is about one crore rupee.
pl. give some solution for "B", "C", & "D".

Yes Sir,
"B" is having copy of all bilty (Transport receipts)and also having pakka bills for some goods and for rest of the goods he is having kachcha bills. further "A" also threatened "B" that he will complaint sales tax dept. about these kachcha bills transactions.
