Change of father name

A legally separated lady has a 10 year old girl from her husband and married another man. She moved a application to education office for changing of father name on the certificate of 5th class. Can the education office denied her application? Please tell me the relevant Act/Section or Rules.

Father's name remains the same Lifetime.

she has no right to change father's name.

Her relations hve severed from husband but relations of her daughter with father remains.

Education Officer if allowing such change can face disciplinary action /criminal action. He may not be interested in losing a respectablecareer.
