Cast certificate

dear sir
i am having cast certificate issued by distict Taisildar , SEBC (Socially and educationally backward) in that certificate
written that "he or she is belongs to patra tanti "and he or she doesnot belongs to any cremenary layer

kindly clear my confusion regarding the matter, weather this certificate is OBC Catagory or SC catagory

it is neither obc or sc then wat? it is scbc certificate? wat is scbc i also have no idea.must be some new classification by govt.
