Can a civil court say that case pepers affidavits are destroyed

Sir I applied for certified copies of case papers and various affidavits filed by contesying parties.
But lawyer says those records have been destroyed by court.
Hiow to get the records from civil court.

records are consigned and their weeding starts as per civil general rules.

but after a certain time. Generally the limit of saving records is 12 years.

There will be destruction of record rules made by every High Couort and after a lapse of certain years they will be destroyed, except the judgment of the courts if any.
