A friend of mine has got selection in the CPF Assistant Commandant Exam-2010 but the recommendations for postings has come in the reverse order of his actual preference as mentioned in the Application form. he has filed an RTI on 06-03-2012 to CPIO, UPSC who inturn forwarded the application to MHA. It got forwarded to CISF which was the nodal agency which conducted the exam. Since 16-04-2012, he has got no correspondence regarding the case. When the status of the complaint was checked online, it was mentioned that no such case exists. I wish to know whether the petition got rejected by CISF as it doesn't come under RTI? Even so, should not a correspondence have been made to the person concerned? Id this case sufficient to be filed a s a complaint? Please help.

Waiting listed passengers - indian rail

If someone books a Rail-ticket in general category through some reputed agent say Make My Trip two months in advance but get wait-listed, what could be the probability that he/she get his/her reservation confirmed four hours before the scheduled departure of that train?
My experience says probability is Zero. Why?

There are general quota, Ladies quota and Tatkal quota which can be booked online as well inline. And there is no upper caps for the great Railways and its Mini Ratna namely IRCTC. That means booking for any class namely AC I,II,3 & SL can be done even if wait-listed number is closed to infinity.In fact more the wait listed passengers merrier for the Railways and the IRCTC (For online through reputed agents say Make My Trip included).And each cancellation brings a substantial amount of money both to the IRCTC and the booking agents say Make My Trip.

There will be Tatkal supposedly 24 hours before the scheduled departure but for the convenience of the reputed Agents say Make My Trip it is restricted to 8 am to 10 am a day before the scheduled departure of the train ( now changed to 10-12 am).And there is upper cap for the TATKAL scheme to book ticket wait listed inline as well as online.
Now four hours before the scheduled departure of a train all the surrendered berths in all categories are merged into general category by the great Indian Railway booking clerks.All those discretionary quota namely Parliament House Quota, High official (Railways) quota, Foreign Tourist Quota etc etc which constitutes appx 50 % of the total seats/berths available are manually filled despite having facility of the very expensive modern computer system with our great Indian Railways.

Each day just four hours before the scheduled departures of the trains (when all the wait listed passengers to the infinity have already packed their bags and baggage and on the move to the respective railway stations)GREAT INDIAN RAILWAY TAMASHA begins and ends with catastrophic results.

Wait listed TATKAL passengers to the infinity gets the preference in allotment of seats/birth (according to the stated reply from the great intelligent customer care IRCTC executives). Therefore wait listed passengers in general quota who have already moved with their bag and baggage converge at the great Indian Railway Stations along with the wait listed Tatkal
passengers who ordinarily are blessed with the confirmed reservation though the ticket was booked wait listed inline or online just just a day before the scheduled departure of that train.

This is the trick which is being played by the great Indian Railways, the IRCTC (The great Mini Ratna)and the great Indian Railway Officials cum un official Touts who arrange booking of all Tatkal tickets blocking the server to deny ticket to Aam Admi Online and getting the tickets booked Inline employing Urchins with faked I-cards. For their convenience four berths could be booked by one urchin with one fake ID proof against four passengers.It means only one of the passengers out of the four in a ticket need to carry his/her Id card when great FRIENDLY TTEs approaches them inside the trains.It is so easy.
My question to the experts is what could be the measures taken by the well intended railway officials of the great Indian Railways to tackle this menace and what action could be taken against the Railway officials for diluting ID proof provision in favour of Crooks?

SIR I AM NEW TO THIS ESTEEM FORUM AND I AM VERY MUCH EXPECTING GUIDELINES FROM YOU ALL RESPECTED ADVICERS AND EXPERTS.

Sir My self is Subramanya from Karnataka and my family consisting of 7 members, i am the elder son and I have 3 brothers and 1 sister.

We are belonging to uppara caste and my father and mother both are illytrete , and my father knows litle much kannada reading and writing.
At The time of joining me to school , my father admitted to me to 1st standard with correct caste of Uppara and after completing of 1st standard, I had been shifted to another school for 2nd standard and caste name have been changed to Kuruba on the guidance of his illitrate freinds from the native town.

There after all my brothers and sisters had been admitted to schools with the caste name "Kuruba"

And last my brother is Now studying in 7th standard and his school TC Carrying correct Caste "UPPARA"

Now we are all completed education from regular course and through coresspondence cource under GENERAL MERIT and we all have not claimed "KURUBA" caste benifit any where and no one in our family is governament employee.

Now I wish to apply for correction of caste in School TC of myself and my brothers and sisters.

Please suggest me what to do and what is the procedure?. I am expecting your valuable suggestion and guidance.

Criminal public interest litigatio

This pertains to the CRPIL against growing rampant corruptions in the Indian Army. There are 19 Respondents, including the Secretary Defence Ministry, Chief of the Army Staff etc. Five of the Respondents, who are Brigadiers & Colonels did not file their counters. They were sent notices on 3 Apr 2009 which they received. Affidavit filed before the High Court in support of service and receipt of notices by me. On 3 Mar 2011, all the postal delivery slips were shown to the double bench and the bench passed the order "Waive Service". Thereafter, final hearing lasted for about three hours but due to paucity of time, the matter was adjourned to 30 March 2011. In between bench changed twice and despite repeated oral and written prayers, the matter was not listed at all for final hearing. I appeared before the Chief Justice of the High Court and explained to him the urgency and gravity of the CRPIL by citing some important historical incidents where due to the corrupt armies, the countries faced destruction and defeat.

Now the matter came before the fourth changed bench and the Judge directs that the five Respondents, who had not filed their counters are to be served notices afresh, before the matter is listed for final hearing. Two of the Respondents are retired from the Army and its not possible to trace out their addresses. But the bench directs that the Petitioner (In Person) has to find out their addresses and provide these to the Court for fresh notices. The bench says that since these Respondents are un-represented by advocates therefore the bench cannot order for final hearing. These Respondents were un-represented on 3 Mar 2011 also despite that the previous bench allowed final hearing which lasted for about three hours.

The advocate of the other six Respondents discontinued and sent letters to the Respondents that he cannot continue with the matter. The bench took this also an additional ground that, final hearing cannot be ordered till these respondents will be represented by some advocate.

Factual and law points have been explained to the bench but the bench is reluctant to continue with the final hearing.

I request all brother-advocates to provide their valuable suggestions and cooperation in the interest of the nation. A corrupt army cannot defend the frontiers of the country. Please treat this case of your own and extend support if you are true Indians and loyal to the country.

Please treat the matter as most urgent.

How to known that a person is BPL (Below Poverty Line) as the Right to Inforamtion Act, 2005 say's that a perosn who is a BPL is exempted of paying the fee.

So what is the procdure to known a person falls under the BPL category or not?

which are the lw applicalbe or BPL ?

any case which have said to known that a person is a BPL this following points should be kept in mind ?

any site for where i can get the full info about the BPL.

Preamble.

The preamble is not an integral part of the Indian constitution was first decided by the Supreme Court of India in BeruBari case therefore it is not enforceable in a court of law. However, Supreme Court of India has, in the Kesavananda case, recognised that the preamble may be used to interpret ambiguous areas of the constitution where differing interpretations present themselves.

the above metioned case law pls give i a not getting.

Alos i have heard that Preamble can't be amended but it was amend in the year 1976 .

which artilce say that we can amend the preamble what is the process pls tell me.
