Micro, small and medium enterprises

kindly advice queries for MSME as follows

1)Is MSME Development Act 2006 is madatory to get registered for all manufacturers/Service providers who are coming under the catagory as specified in Act?

2) Is this a helping hand of the Central Govt for the promotion of MSME. if one want to avail the facility of the act, has to apply and get registered under the Act ?

3) Is the buyer not liable to pay any interest if the supplier has not get registered self under the act even if it has all the qualification for getting registration under the act?

4) Can get a google reference for down loadin the complete act.

5) "An enterprise engaged in the manufacture or production of goods pertaining to any industry specified in the First Schedule to the Industries (Development and Regulation) Act, 1951". Where from i able to get the schedule from net.

6) which service provider can registered under this act ? i mean wheather thresh hold limit mentioned in the MSME tells that the service provider has to make his own investment by that amount in the First Schedule to the Industries (Development and Regulation) Act, 1951

Service tax and vat on undersconstruction flat

Dear Sir,

I have booked a Flat in Kochi,Kerala in Aug 2007 and 90% of the amount is paid by October 2009. The appartment is almost ready for occupation and the builder has sent a final bill asking for Service Tax+VAT+Labour Welfare fund which in total is 9.12% of the agreement value. I understood all the payments made before 1st August 2010 is exepmted from Service Tax , does this mean that I need not pay service tax ?

Is there VAT on construction of Flats ? if yes how much is it ?

Thanks in advance
