Blood relations not to participate in works contract

Sir in which Act and section says that a blood relative should not participate and award civil works contract.

As my friend said yours is a vague question. However I wish to make you know the following which matter is a common sense point as well
1. A person interested in the transaction cannot approve himself 2. When there is a duty and self interest, duty shall prevail
Thus if an official or authority is required to deal any matter , it should be done impartially and unbiased as per rules and regulations without any concern for personal interest.
Thus in general personal interested are avoided in some cases and in few cases full disclosures need to be given.
You may now inform specific situation of involving blood relation or relatives involved in awarding contracts.
