Approval of layout plan by gram panchayat

Can Gram Panchayat approve layout plan of any property.

Municipality has denied to give his approval of the ground that the area is outside its limit and falls with the Gram Panchayat.

Gram Panchayat has given its NOC for opening Gowndown in that area.

as per my views, it is not sufficient. How Gram Panchayat approve the layout plan.

1-Whether that Grampanchayath is covered under any Urban Area Development Authority - if so Apply for Lay out beofore the GP and GP will pass a Resolution and forwarded the the same to Urban Development Authority and UDA will Approve the Lay Out

2-If the GP is not covered under any UDA , Apply before the GP for Lay out ,it will pass resolution and forward it to Director of Town and Country Planing through Panchayath Raj Department and DTCP Will Approve the Lay Out .
