Based on the below sequence of events whether reserve list candidates of RECRUITMENT 1 be appointed or not? If appointed what is the seniority order? please provide any rules regarding this. This is central government recruitment through Staff Selection commission.

As per DoPT OM No. No.41019/18/97-Estt(B) 13th June 2000. A request for nomination from reserved list cannot be made if fresh panel is available.
