Bond transfer- govt.university to another state university

I executed a bond with state Govt. Agri. Univ.(A) for availing study leave. Thereafter, before the expiry of bond period, I shifted to another state Agri. Univ (B) for a senior post as EoL was granted by (A) for such joining subject to keeping a lien against my CPF A/C with A. As per govt. instructions, there is a provision for transfer of such bond from one State Govt. Univ to the other, I requested (A) by quoting DPE/Central govt. OMs and instructions etc. but it has not been accepted till date. It may be added here that under similar situation, a teacher of another Horticulture University (C) in the state of (A) was allowed transfer of such bond (from Univ.to State govt organisation) without any precondition. It is noteworthy that (A) & (C) have been established under the same state legislature Act but have statutes of their own. Can this case be of some help to me in some way? What is the remedy available to me to get my CPF back/bond transferred? Your legal advice will be of immense value to me. Thanks.

You may first consult an advocate practicing in service matters and issue a legal notice demanding them.
Failing to comply you may escalate the matter by filing a writ petition before high court directly

Thanks for your prompt response. In continuation of the above, I had in my representation to univ.(A) through the Board of Management quoted the parallel case allowed by Univ.(C) besides the rules and govt. instructions on the matter to which its (A) reply was that though (C) might have taken such an action in their univ, but this provision /rule was non existent in their service rules; accordingly it was not possible to accede to your (my) request. Now to reiterate my earlier question "As both the univs. (A) & (C) have been established under the same state legislature Act having different statutes; if one university allows its employee certain benefit (which I believe must have been as per the Central Govt./state govt. rules/instructions; does it not violate the principle of natural justice Art.14 of the Constitution inter alia discrimination between two similarly placed employees placed in different institutes (But governed by the same Act). As advised by your goodself, is it not discrimination and is it legally challengeable in a court of law? Your clarification in the light of above submission will further strengthen my viewpoint. Every Univerisity has its own Act and Rules, which may differ with other University.
