whether Anticipatory Bail Can be granted before registration of FIR. if so kindly provide me some citation.

not at all. There must be apprehension of arrest and it must be a real apprehension; so, reg of FIR is necessary.

No, it cannot be granted.

Usually not. If apprehension of arrest is proved, one get it, say if police called for inquiry or otherwise in connection with non bailable offence, and u convince the judge.
