Except jammu and kasmir Any one can purchase lands anywhere in india.. Even after complying some formalities he can purchase land in jammu and kashmir also.

Any resident Indian, can purchase agricultural land in India. In the case of NRI, the permission from RBI may be required.

i want to know thw procedure for the same i am having land in kutch -Gujarat want to buy agricuture land in maharashtra.
