Your query requires clarity. The Dev.Agreement if executed, after receipt to the agent, he/she shall submit a letter to the Collector under Indian Stamp Act, 1899 under Sec.18/19 along with the original development agreement within 3 months from the date of receipt of the document.

It is indefinite since time to be taken depends upon numerous factors involved in following procedure and proceeding besides certain inevitable reasons. Accordingly time consumed in adjudicating a case cannot be predicted (even by astrologers).
