I have passed my 8th 9th 10th 11th and 12th class from my village school but not 1st to 7th from my village school May I get RBA category certificate۔

BACKWARD AREA CERTIFICATE
Residents of the areas as notified by the Govt. vide S.R.O:-126 can obtain these certificates provided that they fulfill the conditions laid down in the said S.R.O. The areas have been notified by the Govt. under S.R.O-126, however, the details for areas included in the said SRO can be had from the concerned Tehsildars for Tehsils and from Deputy Commissioners for the Districts. Vacancies have been reserved under the said S.R.O. for the residents of backward areas.

sro 518 issued in sept 2019, by the j&k govt brought a discriminatory amendment to the j&k reservation rules,2005, that held residents of backward area (RBA category) as ineligible for getting the EWS certificate.
The j&k reservation act 2004, provides for declaring certain areas as socially and educationally backward, the residents of which are given a Resident of backward area (RBA) certificate.
