Filing criminal writ petition in p & h high court

(Querist) 28 September 2012 This query is : Resolved 
Its written under Punjab and Haryana High Court rules chapter V that except haebous corpous writ petition all other writ treated as civil writ
Whether filing madanmus writ for transferring of criminal proceedings will be treated as Civil Writ?
Unlike in Delhi,how long it will take by registry( in average) from filing to posting before the bench??
