Applicability of haryana rent control act

I request valued opinion of rent and property law expert on following
1. Is there any exemption on basis of monthly rent form applicability of Rent control act in Haryana?
2.Are there any other exemptions

3. Does 11 months lease agreement under Transfer of property act section 106 valid vis a vis rent control act?

4. Is leave and licence agreement valid in Delhi and Haryana and does it need to be registered?
5. Is there any special causes for property situated in haryana within NCR region?

Dear Dr. Gupta,
1. Delhi Rent Control Act, 1958 is applicable to the demised property located in notified area (total 3 notifications since 1958) with a rent up to Rs. 3,500/-per month. I hope it is similar in Haryana. The core point in your query about "exemption" as presumed to be the limit of rent.
Q 2. There is no such terminology as "exemption" in DRC Act, 1958 rather any of the State Rent Act (if I am not wrong, kindly get it verified).
Q 3. 11 months lease and licence agreement do not require to be "compulsory" registered u/s 17 of the Registration Act and equally applicable u/s 106 TPA as well State Rent Act subject to other limitations such as area, amount of rent etc.
Q 4. Kindly see reply in Q 3 herein above qua registration of L & L Agreement.
Q 5. The query require more clarification, it is not taken properly, especially "any special causes ..."

Applicability of act varies form state to state.Earlier in haryana ct I saw a limit fo applciability but currently i could not find so i raised the above query
