`right to employment' not a fundamental right

Dear Experts,

Apex court has aired its view in "Centre for Environment & Food Security ... Versus
Union of India & Ors"
saying that `right to employment' is not included in fundamental right... and cannot be brought in under art 21 at this juncture.... how do you interpret this...

If the right to employment is included in the article-21, the government has to provide employment for all the eligible persons, which is impossible. But, right to food, health and education can be implemented by the Government.

Is Right to Education a fundamental right? University of Madras has declined candidature of many law students who kept arrears and could not complete the B.L. Degree though a penalty of Rs.25000/- was imposed to students who were given a single chance to clear the papers without proper intimation.
