Advocate. Arunagiri (Expert) 23 April 2011
In terms of investigation there is no difference between the state police and CBI.

A person who is having the knowledge of the offense committed can inform the police. The police can include any body in the case after the FIR registration.

Any recording can be produced as evidence. This can be after or prior to the FIR date.
