new passport pvr - applicant's father's birth certificate

Dear Sir,

I have applied for a new passport.

I am born 24th August 2003

At the interview I have submitted my Aadhar, Birth Certificate, 10th, 12th and Graduate mark sheet.

I visited Police Station for verification of documents and the Police Officer after checking all the documents demanded Electricity Bill which was provided that is in my father's name as our entire family live together.

Upon producing the electricity bill, officer is demanding Birth Certificate of my father.

My father has Aadhar Card and PAN Card, but he does not have his Birth Certificate.

Is my father's birth certificate necessary? If it is necessary, then Can my father submit affidavit in lieu of birth certificate?

Police Officer states that there is a new rule. Kindly guide and help please.

No. Your father's date of birth is not necessary. The police verification process primarily checks the applicant's address and identity. You will need to provide proof of your date of birth and address, such as an Aadhaar card, PAN card, or Voter ID.

The father's birth certificate is generally not mandatory for the police verification of a major son's passport application; instead, the son's own proof of date of birth (like an Aadhaar Card, PAN Card, or school certificate) is sufficient. However, it's possible a local police officer may request it for their verification, and it is recommended to carry the applicant's own documents.
The police verification is for the applicant's residence and identity.
In some cases, officers may ask for parents' documents if there are discrepancies or concerns about the applicant's information.
If the police is still insisting on your father's birth certificate, you may approach the district superintendent of police or file a writ petition against police seeking direction to submit verification report without demanding irrelevant documents.
