Mandamus can lie against police officer but its not necessary that it only lies against the police.

Yes if your fundamental/legal rights are being effected by an order of the Police Officer. If such order finds wrong a mandamus can be issued against that order.

Writs lie againt actions and inactions of State or its functionaries.

Writ of Mandamus lie against a police officer also against his actions or inactions with regard to his duty/function.
