when F.I.R. is registered late what to do?

friends, as an insurance surveyor i am dealing with a case, some machines are stolen from a closed factory. Owner was chasing the Police to register F.I.R. from day one of burglary but police registered it only after 15 days of occurrence and in R.T.I. response states that Owner of factory approached them only on 15th day of occurrence. Owner is giving their statement in writing. Further the value of goods stolen is quoted very low 1/100th of the actual amount of items stolen. Again Police is writing in R.T.I. response this value is what is given by Owner of factory to them. To this Owner says that Police forced their representative to write such low figure.

What can be the best Legal remedy to this situation.
