Unable to file nil vat return

Sir,
I have taken Vat No. in July 2015 in Delhi. I am unable to File Return for Third Quarter. Al tough No Txn in this period.
I want a guidance that how may i file my Return?

Dear,

If you unable to file nil return under the DVAT. Kindly follow the following procedure under DVAT.

First, file the NIL Annexurs 2A AND 2B. Then go for approval form. There after file the return form- 16 under DVAT. Filing the return under the due date,otherwise there are heavy penalty procedure.
