Transfer of share certificate by chs

The outgoing member did not complete(
register) the sale deed and hence Society commitee members are not transfering the Share Ceritificate in my name......Iam in possession since last 18years...now what should I do?should I approach the registerar u/s 23(2)of MCS Act?

Without valid proof how do u expect Co-op soc to trf??
Only Regd Agr is valid. If Transfer set signed & deliver, accepted by Co-op Soc, u may apply to Registrar, with reason that seller is not avlb for regn.
