Grandmother died intestate without leaving any Will so that property was inherited by her heirs and for now only surviving heir is mother of the wife. Let her apply and get heirship certificate from the SDM office and get mutation of the property done in her name in the Municipality records. Death certificate of all inclusive of the Grand mother and all her deceased heirs will be required.

The property left by deceased is "intestate" hence it would devolve upon her LRs.
Obtain LR Certificate for further claim/ proceeding.

Yes. all the legal heirs of your wife's grandmother have equal rights over the property. After the death of the Principal of Power Attorney, it is invalid.
