Is the class 2 {iv} legal heir under Indian Succession Act, can also be treated as "blood relation" to the deceased hindu unmarried person as per law ? because as per registered will of an unmarried woman in favour of her elder sister's daughter, the authorities are not treating the inheritor as her "blood relative" and imposing charges/fees on Transfer of deceased property to her legal heir.

Stmp duty must be paid for registration to sucessors as per sucession certificates.

You have to read the transfer policy of the authorities. As per me there is no law.

No, it is out of "blood relation".
Law of Will is different of the provisions of Indian Succession Act, which is not applicable to Hindus (in India).
