Dear Sir,
I am employed in leading psu,to which i signed a bond to work with it for 3 years, now i have read a lot about DPE guidlines and switching over to another PSU.But the companie's personnel manual says that I cant be given NOC within bond period, which means if i leave before stipulated period i have to pay the bond amount in all the cases, moreover not providing the NOC for another govt. job, ist it against DPE guideline. Even if i am ready to pay the bond, how can i apply for other govt. service without concealing any information regarding current employment, ist the act has a smell of bonded labour........ plz guide me on this issue

You accept the job with the service conditions. Now you got a better job and wants to voilate the service conditions. it is illegal.

It normally happens that at the time of getting service the needy applicants don't visualise the implications of the bond, which they sign before joining the post. Since you have entered in to an agreement with your employer and according to the agreement you cannot get NOC during bond period even if you compensate the company with the bond amount.
So, if you now want to take up another job, you may just resign by paying the bond amount, but without asking for NOC and join another company, if that is more beneficial to you. However in that case you will be also be loser of benefits of your past service in the new organization.
However, you must try to take a lesson from your past mistake and must weigh pros & cons of the agreement you enter in to with any company before signing in future,
