In Delhi the pecuniary jurisdiction of the lower civil judge is up to Rs. 20 lakh and up to rs. 50 lakh with district judge so your awards matters should be filed accordingly.

You are right qua the second quarry.

Vakaltnama can be obtained from shops situated outside of District court/High Court meant for such purpose.

Chart of Fee to be annexed is available with the office of Superintendent of District Judge and also available in the diaries of the advocates.

You need not to feel apology but my suggestion for you is to do labour yourself at least in such petty matters, which you have put here before the experts.
