Sir,
If a central/state PIO or First Appleate Authority does not obey the orders given by the National/ State Information Commission after hearing, what can be done next?

move it to higher national/state commission for further relief. also get compensation

An appeal or complaint can be filed based upon the case. Appeal shall be filed before the CIC within 90 days of the disposal of the I appeal or the internal appeal
