rights for prisoners

dear sir
if a person is under custody and the enquiries are going on,case is not prepared yet...in this situation if a person is wounded and not getting proper aid and treatment...can anything could be done under hunman rights law ?if yes so under which law?

file a writ of Habeas Corpus in High Court and see the difference for the violation of law as under Cr.P.C. and constitution every person has a right to live and medical attention etc..
