Restrospective effect of laws

How the acts are given the power of restrospective effect and under what basis? kindly clarify with some acts

In substantive law amendment effect as prospective in nature and in procedural law either may prospective or retrospective.All the amendments subjected to the parent law i.e constitution.

Normally the Act have prospective effect but I can be made applicable retrospectively by making express provision in the Act. But in all event it must be in conformity with the Constitution.
