My writ petition WP 21313 /2013 registered on 18 Jul 2013 was listed under SOCIAL WELFARE & TRIBAL WELFARE with GP Social Welfare as Respondent Advocate. The petition initially came up for admission before the court of Hon-ble Justice CV NAGARJUNA REDDY who refused to take up the case being wrongly posted and directed it to be posted before the appropriate court.
It was then posted for admission before the court of Hon-ble Justice Nooty Ram Mohan Rao who admitted it on 8 Aug 2013 and gave two weeks time to GP Home to file the counter.
In the case status the Registry of the court kept it under Social & Tribal Welfare (Misc matters) with GP Social Welfare as Resp Advocate. Against STAGE it was listed as Interlocutory (Home).
Neither GP Home nor GP Social Welfare as on date has filed any counter. It was neither posted in the motion list nor taken up once by Hon-ble Justice Nooty despite my advocate's oral pleas before the court and written submission to the Registrar (Judicial).The writ in the month of Sep 2013 transferred to the court of Hon-ble Justice Ramesh Ranganathan. And it was transferred again back to the court of Hon-ble Justice Nooty Ram Mohan Rao wef Jan 2014. Meanwhile I have taken the NOC from the advocate and represented to the Hon-ble chief justice along with a copy of the WAKATLAMA as PIP.
Nothing has happened except in subject ' Social Welfare & Tribal Welfare ( Misc matter) has been replaced by Home Deptt ( Misc matter) though against respondent advocate it GP Social Welfare is dispalyed but against "Wakalath" hyperlink GP Home has been added.
My query is against the prayer:

MAIN PRAYER TEXT
to issue a Writ of Mandamus or any other appropriate writ, order or direction and: (a) by declaring the action of the respondent No.3in refusing the CAP Certificate to the petitioner No.1, as illegal and unconstitutional (b) to direct the respondent No.1 to 3 to forthwith issue the CAP Certificate to the petitioner No. 1 enabling him to seek the admission of the petitioner No. 2in MBBS Seat in CAP Quota for 2013-2014

Why Registry listed my case under " Social Welfare & Tribal Welfare ( Misc matters) instead of Education matters?
Why it is now after 7 months cused a change in subject to Home Dept( Misc matter?
Are these interrelated to LOBIS and to make it fail?
Was my erstwhile advocate ignorant about it or was that a got up?

FROM THE STATEMENT OF FACTS UNDER THE QUERY IT APPEARS THAT YOUR CASE SHOULD BE UNDER THE GROUP " SOCIAL WELFARE AND TRIBAL WELFARE ( MISC. MATTERS )" BECAUSE EDUCATION MATTER RELATES TO FALLS UNDER THAT GROUP.

In that case Hon-ble Justice CV Nagarjuna Reddy under whom all cases pertaining Social Welfare & Tribal Welfare (Resp Adv -GP sOCIAL Welfare)would not have directed the Registry to post it to the appropriate Court namely in the court of Hon-ble Justice Nooty Ram Mohal Rao at Court No 5 and who directed ( as per my Advocate ) to GP Home( Diretorate of Sainik Welfare AP comes under HOME Deptt here). All cases pertaining to higher educations were also taken up by Hon-Ble Justice Nooty. Now that after 7 months Registry of the Court has changed it to Home Deptt ( Misc matters) it is crystal clear that Registry had played dirty. I know some in this forum may still vouch for the HONESTY of the Registry in a High Court for altogether diff reasons.

Would anybody here advises me how to fix responsibility at the Registrar office for not listing my case as per the law of the land where such writs are to be taken up on an over riding priority?
