Relinguish right to property

Please advice on this legal matter.
30 years ago a father died without a will leaving a self acquired property and left behind a wife and two children as legal heir.
The title was never changed and is still under father's name.
The mutation of the property in the MCD is under the wife's name.
Now both child are over 30 year old and wants to relinguish their right to mother.
Can the children relinguish their right even if they are not the owners.
What is the right process to follow so the two children can relinguish their right to mother so the title is transfered under mother's name.

deed of relinquishment has to be made for relinquishing right , title interest i the property . have it duly stamped and regd
