If you have already enrolled in one State Bar Council, but if you want to practice in another State, then you have to submit an application for transfer. That application will be processed and your enrolment will be transferred to the State in which you want to practice.

If you have not registered already, then it would be advisable for you to register in the State Bar Council where you want to practice. That will be the best thing to do, instead of first registering at one place and then seeking transfer to another place. As a law student, if you cannot understand my earlier answer, and if you say that still you are confused, I cannot help.

Agreed with R.Ramachandran advise.
practicising in another State, then you have to submit an application for transfer.
