Regarding the registration of housing board house under our name

Hello Sir, We took a house under installment scheme from Rajasthan housing board in the year 1989-90. It is in the name of my uncle(mother's brother). Now, some days back we enquired about the pending amount which is to be paid to get a No-Dues certificate from the Housing board. We got their reply & submitted the pending amount without delay. Then after completing the necessary documentation(like receipts etc), we got the No dues certificate. Now, regarding registration of the house(in general terms REGISTRY), we enquired about the gift deed(my uncle wants to gift the property to my younger brother) then the housing board people told us that for this we will need to firstly register the house in uncle's name & then a gift deed need to be done to transfer it to my brother's name. Do we have to pay the registry amount twice for it? or can it be directly registered to my brother's name if we provide them with the gift deed. Please advice.

You all made a big mistake, When installment had been pending, during that period you maternal uncle would have transferred it without paying any registration charges in favour of your younger brother just in the office of housing board and now when NOC has been got issued in favour of your maternal uncle, housing board is fully justified in requiring first CD in favour of your maternal uncle and then gift deed in favour of your younger brother.
